Senior Proposal Manager
Senior proposal manager for a small business firm in Arlington,
VA. During a two-year period, led technical responses to more
than thirty multi-million dollar RFPs and TORPs released under
CIO-SP3, GSA STARS II, GSA IT-70, and other agency-specific
contract vehicles. Supported large re-compete and option year
responses for contracts supporting systems development,
operations and maintenance, and program management
activities.
As part of his role as Tantus’ senior proposal manager, Mr.
Dawson was an integral member of the business development
strategy team at Tantus. He participated in daily and weekly
status meetings with executive leadership on opportunity
evaluations,
teaming, bid/no bid criteria, price-to-win
discussions, stage reviews, and other key elements of the business development process across the
company’s portfolio. Mr. Dawson won more than $110 million in federal prime contract dollars

Mr. Dawson led the firm’s small business prime response for this $25 billion, 10-year IDIQ contract
released by HHS to support Healthcare Information Technology (HIT) at CMS and other federal health
agencies. Mr. Dawson managed a team of ten large and small firms subcontracting to Tantus, organized
internal and external strategy sessions, provided writing and editing support, and performed all other
proposal management activities for a successful SPARC submission. Of the more than 300 small
business proposal submissions received by HHS, Tantus was awarded one of the 57 small business
prime contracts under SPARC.

measurement paradigm that will re-imburse eligible providers based on the effectiveness of care provided
to patients. Includes work related to key Affordable Care Act (ACA) and Medicare Access and CHIP
Reauthorization Act (MACRA) provisions. Contract includes 92 FTEs over five years.

Mr. Dawson was the winning proposal manager for this solicitation to support the FAA Air Traffic
Organization (ATO) with tracking the status of specialized technology and equipment deployed at
national airports and other airspace facilities. Tantus provides program management support for more
than 300 projects across seven different FAA facilities, and also support the FAA’s Knowledge Services
Network (KSN) through SharePoint portal development and website creation. Contract includes 12 FTEs
